For several years now, the Soviet Union has been implementing a program to study the interaction of the ocean and the atmosphere in order to study short-period climate changes (abbreviated as "Sections"). This grandiose event began as a national program, but recently scientific collectives of other socialist countries have joined the work.
Until now, our country has not had such an extensive and such a long-term program for studying the interaction of the ocean and the atmosphere as "Sections". In this sense, it is unique. Its oceanic part cannot be compared with the POLYMODE, which was carried out for a little more than a year, nor with the "Polygon-70", which lasted six months, nor with the Experiment in the Southern Ocean, which took several months. Initially, the "Cuts" program was designed for five years (1981 — 1986), and now it has been decided to extend it for the same amount. Current observations are carried out using autonomous digital flow meters (ACIT), which are installed at buoy stations. The atmosphere and the ocean are now being studied under several fairly large programs. In 1985, many countries launched an international program to study the interaction of the atmosphere and the ocean — TOGA (Tropical Ocean and global atmosphere). The Soviet Union participates in this program. In addition to field observations, it provides for the creation of a global model of the atmosphere and the tropical part of the World Ocean. So the tasks of the TOGA and the "Cuts" are close.
American scientists have proposed another scientific program, which is proclaimed international and is called an Experiment to study the circulation of the oceans. The program will probably begin to be implemented in the 90s in order to find quantitative characteristics of the general ocean circulation and use them to assess the sensitivity of the climate system to changes in external (natural and anthropogenic) impacts. Satellite observations will play an important role in the program. Just as in the "Sections" program, the main scientific results are planned to be obtained using mathematical models.
Currently, a draft program "Sections" has been developed for the next five years (1986-1990). It is planned to expand the observation areas, go beyond the energy-active zones, and accumulate more and more information. New and new institutes and institutions of our country are being involved in the implementation of the program, and recently scientific collectives of socialist countries have also joined. Specialists from the GDR actively participated in the expedition work, German, Bulgarian and Polish scientists actively participated in theoretical work. If observations under the "Cuts" program and the TOGA program are carried out simultaneously and also in close areas, then the effectiveness of both programs will increase significantly. The strategy of further observations under the "Sections" program is not to curtail them in any case, not to slow down, but, on the contrary, to expand and deepen research on such an important problem as the interaction of the atmosphere and the ocean.
